Brueghel included this view of two boys wrestling. One might consider it a game and then again it might just be considered a macho activity that some boys engaged in at that time - and still engage in today.
Since we only know that Brueghel considered all of the activities as "Young Folks At Play", we don't know if there were specific rules governing wrestling at this time, such as how one determined who was a winner! The image Brueghel painted does not include a third person who might function as a referee.
